Policy & institutions
Of the cluster's four subjects, one carried science — microbial forensics; the rest were institutions, not mechanisms.
The cluster’s triage was short: emergency preparedness, defence procurement and national statistics are institutions and practices with no mechanism of their own, and they stayed out of the wiki. One page survived because a real science stands under its defence framing: microbial forensics. Strain attribution reads evolutionary history written into genomes — phylogenetic placement by SNP, mutation rates as a rough molecular clock — and its honest limit is reference sampling density, within-population diversity and recombination widening the confidence interval.
Start with battlefield bioforensics: the science is population genetics; the defence context is only the application.
