Who can apply

An EU programme, under the Horizon Europe rules of participation. Entities established in the EU and in Associated Countries (the UK included) can lead and be funded. US and other third-country entities can normally join a consortium without receiving EU funding. Two hard exclusions apply programme-wide: entities established in Russia or Belarus are not eligible to participate in any capacity — beneficiary, affiliated entity, associated partner, subcontractor or in-kind third party — and the same bar reaches entities elsewhere that are more than 50% Russian-owned; entities established in China are barred from all Innovation Actions and, unless a call says otherwise, from Research and Innovation Actions, which includes the circular-economy and bio-based topics.
