Biodiesel, renewable diesel (HVO) and SAF instead of fossil diesel and heating oil
Fossil diesel in transport and generators; gas-oil heating; jet fuel (via SAF blends); also disciplines waste cooking oil and tallow that would otherwise be dumped
FAME biodiesel (B7–B100), hydrotreated vegetable oil (HVO/renewable diesel, drop-in), sustainable aviation fuel (HEFA route)

Petroleum-derived distillate fuel oil (fossil diesel).
Renewable diesel (produced via hydroprocessing of waste fats, oils, and greases) and biodiesel (FAME).
- Displaced at scale?
- partly
- Caveats
- While renewable diesel and biodiesel have displaced significant volumes of petroleum diesel in specific markets like California, they have not replaced the majority of global or even national diesel consumption, which remains heavily reliant on fossil fuels. Additionally, the long-term sustainability and feedstock availability for these fuels remain subjects of ongoing debate and policy adjustment.
- Hand review
- D2 US renewable diesel grew from 0.37 to 3.7 billion gallons (2015–2024); Indonesia's diesel imports fell from 35% to 22% of consumption (2014–2018) under its biodiesel mandate (ERIA) — still a minority of diesel.

| Renewable diesel is chemically equivalent to petroleum diesel and can be blended at higher levels than biodiesel, allowing it to displace petroleum diesel without the blending ceilings associated with FAME biodiesel. “The difference is that renewable diesel is produced using a hydrogen treatment which makes it chemically equivalent to petroleum diesel and can therefore be blended at higher levels and transported using existing pipelines.” United States · 2023-2024 · | government or intergovernmental www.fas.usda.gov |

Replaces: fossil diesel, heating gas-oil, part of jet fuel · Scope: FAME/HVO/SAF · Evidence: high
The chemical problem#
- Diesel exhaust is an IARC Group 1 carcinogen, and older fleets across the Global South run on high-sulfur diesel.
- Used cooking oil (UCO) and tallow are waste streams that, untreated, get dumped into drains and waterways; palm-oil milling leaves POME with its methane.
- Jet fuel has no electric shortcut at scale — combustion kerosene will be with us for decades.
Product overview#
- FAME biodiesel (transesterification of vegetable oils, UCO, tallow with methanol): B7 blends are standard in Europe; B100 runs Brazil’s truck fleets; UCO-based B100 is common in city buses of the Gulf and Asia.
- HVO / renewable diesel (hydrotreating oils and fats): a drop-in fuel — no engine or logistics change, winter-grade, near-zero sulfur/aromatics; produced at multi-million-tonne scale globally.
- SAF (HEFA route): the same hydrotreating chemistry finished for jet specs; the EU ReFuelEU mandate starts in 2025 (2 % SAF at EU airports, rising).
- Feedstock ladder: UCO/tallow > POME/residues > oil crops (land-use caveats as with EN02 ethanol).
Active ingredient / Composition#
- FAME: C16–C18 fatty-acid methyl esters; cetane 48–65; oxygenated (~10 % O); needs cold-flow care above B20 in winter.
- HVO: iso-/n-paraffins C15–C18; cetane 70+; sulfur-free; chemically not an ester — no ester stability issues.
- SAF HEFA: paraffinic kerosene/aromatics within ASTM D7566 annexes; blended ≤50 % with fossil Jet A-1.
Key facts#
| Parameter | Value |
|---|---|
| Class | Bio-based drop-in / blend fuels |
| GHG | UCO/tallow routes typically 70–90 % lower WTW than fossil diesel |
| Compatibility | HVO: any diesel engine; FAME: B7 universal, B20–B100 needs fleet checks |
- | Co-products | Glycerol (FI/chemical uses), protein meals (oil-crop routes) |
Advantages#
- Turns a waste problem into fuel: one tonne of dumped UCO becomes ~0.95 t of biodiesel.
- HVO works in existing engines, tanks and trucks — zero-capex substitution (unlike electrification).
- Removes sulfur and cuts PAH/particulates in exhaust — immediate air-quality gain for old fleets.
- SAF is the only near-term lever aviation has; mandates now anchor demand.
Mode of action#
- FAME: alkaline transesterification of triglycerides → methyl esters + glycerol; oxygen in the ester improves combustion.
- HVO/HEFA: catalytic deoxygenation + isomerization of fatty chains to branched paraffins — renewable carbon, fossil-like molecule.
Application#
| User | Target | Method, timing and specifics |
|---|---|---|
| City bus / truck fleet | Diesel displacement | UCO-B100 (fleet with heated filters) or HVO100 drop-in |
| Farm/cooperative | Autonomy | Small transesterification on oilseed press cake economy (EN02 mill logic) |
| Refiner | Drop-in volume | HVO co-processing or stand-alone unit on UCO/tallow slates |
| Airport supply | SAF mandate | HEFA-SAF book-and-claim or physical blends per ReFuelEU steps |
Limitations#
- Feedstock is the ceiling: waste oils cover only part of diesel demand; crop routes inherit the land debate.
- FAME: cold-flow, material compatibility and NOx trade-offs at high blends; quality discipline matters (EN 14214).
- UCO fraud (palm labelled as waste) is a real audit problem in import chains.
- SAF HEFA is 2–4× fossil jet fuel in cost — mandate-driven, not price-driven.
Evidence of displacement — D2: measurable displacement (minority share)#
Assessment (hand-reviewed): US renewable diesel grew from 0.37 to 3.7 billion gallons (2015–2024); Indonesia’s diesel imports fell from 35% to 22% of consumption (2014–2018) under its biodiesel mandate (ERIA) — still a minority of diesel.
Figures found (verified as quoted, but the assessment above explains why they do not count as displacement evidence for this substitution):
- displacement — Renewable diesel consumption in the U.S. grew from 370 million gallons in 2015 to nearly 3.7 billion gallons in 2024, and in January 2022, renewable diesel domestic use surpassed FAME biodiesel domestic use for the first time. (United States, 2015-2024; government or intergovernmental: osti.gov)
- displacement — Indonesia’s diesel fuel imports decreased from 35% of total diesel fuel consumption in 2014 to 22% in 2018 following the implementation of biodiesel mandates. (Indonesia, 2014-2018; weak: eria.org)
- driver — Brazil’s biodiesel blend mandate increased from 14 percent to 15 percent on August 1, 2025. (Brazil, 2025; government or intergovernmental: apps.fas.usda.gov)
- driver — Indonesia raised its biodiesel blending mandate from 40 percent (B40) to 50 percent (B50) in July 2026. (Indonesia, 2026; government or intergovernmental: apps.fas.usda.gov)

Government funding signals#
Scanned 2026-09-28 (OpenAIRE + NSF); candidates reviewed by hand.
Signal: not detected in research-council databases (this is expected). Biodiesel/HVO/SAF are mature industrial technologies whose public support arrives as mandates and quotas, not research grants: EU ReFuelEU (2 % SAF from 2025, rising), national blend quotas (B7/B10/E10 regimes), waste-oil collection incentives. The first-wave EN02 pattern (demo-plant grants for cellulosic ethanol) shows where research money sits: the next generation of feedstocks, not the current one.

Bioeconomy value#
The only fuel substitution where the feedstock is a waste-collection business: every kitchen, mall and mill becomes an oil field, and the Gulf and Asian vendors in this index already run the collection-to-tank chains.
