1 · What it gives

A tourism concession in a protected area is a lease, licence, easement or permit for an operation run by someone other than the protected-area agency, and can cover accommodation, food, recreation and other visitor services. It replaces the model where agency staff deliver and finance visitor services themselves. Examples in the sources: a 50-year government concession for a lodge in Maputo Special Reserve (Mozambique) awarded to a community association that partnered a tourism company for 25 years; Kapawi Eco-lodge (Ecuador), founded in 1995 and transferred in 2008 to an association of about 1,200 Achuar residents; and EcoHotels, with a five-year concession with RSCN signed in 2009 and renewed through 2026. The manual cites tourism revenues above US$575 billion in 2006 as market context.

3 · How to implement 4 steps

  1. 1
    Feasibility study
Before choosing the concession route, the protected area authority runs a feasibility study.
  2. 2
    Assessment and decision
Proposals go through impact assessment, impact management and mitigation, decision-making and notification.
  3. 3
    Implementation
Build and operate under the concession or licence terms; implementation is a separate stage of the cycle.
  4. 4
    Monitor and adapt
Monitor results and adapt management — the fourth stage of the cycle.

European Union

In India, ecotourism in and around protected areas is regulated by the notified Ecotourism Guidelines in and around Protected Areas 2021, built on the Tiger Task Force (2005) recommendations and the Wildlife (Protection) Act. Residential and other commercial facilities are to be developed outside forest areas, and not newly on protected areas — a regulatory risk if expansion goes into prohibited zones.

China

China’s eco-tourism certification standard for nature reserves, LY/T 3246-2020, sets an indicator system and requirements covering environmental protection, community development and safety and emergency mechanisms.
