Fibre-based circular packaging

Paper and board packaging made from recycled or renewable fibre in a closed loop and replacing single-use plastic — a mature industry (over 93 % of US cardboard boxes recycled in 2022), shaped in the EU by the Packaging and Packaging Waste Regulation.

1 · What it gives

Closed-loop fibre packaging uses recycled or renewable fibre so that resources are reused as much as possible. Products such as Vela bags and paperboard bottles are designed to replace single-use plastic packaging. Recycling in conventional mills runs through repulping, screening and sheet formation. Operators work at commercial scale, collecting and recycling millions of tonnes of fibre a year, and over 93 % of US cardboard boxes were recycled in 2022.

2 · What it replaces 6

D1Grease- and water-resistant food packaging without PFAS — dense molded fibre, glassine/high-density paper, and bio-based barrier coatings (chitosan, alginate, starch, proteins, plant waxes, PHA dispersions)
Replaces: Per- and polyfluoroalkyl substances (PFAS) used in molded-fibre bowls, fast-food wrappers, microwave-popcorn bags, bakery papers, pet-food …
PACK
D1Bio-based and soil-biodegradable plastics instead of fossil commodity plastics (PET, LDPE, PS) and their microplastics
Replaces: Fossil polyethylene/polypropylene/PS/PET in flexible and rigid packaging; intentional microplastics (restricted in the EU since 2023); …
PACK
D1Bio-based plasticizers — epoxidized soybean/linseed oil (ESBO), citrate esters (ATBC), isosorbide diesters, castor-oil derivatives — instead of ortho-phthalates (DEHP, DBP, BBP, DIBP) in PVC
Replaces: Low-molecular-weight ortho-phthalate plasticizers in flexible PVC (flooring, cables, films, toys, medical tubing, food-contact gaskets)
CHEM
D1Natural antioxidants — tocopherols, rosemary extract, ascorbyl palmitate — instead of BHA and BHT
Replaces: Synthetic phenolic antioxidants BHA (E320) and BHT (E321) in fats, oils, snacks, cereals, meat and fish products; part of synthetic …
FOOD
D1Recovered phosphorus (struvite and other recovered phosphates from biological wastewater and digester streams) instead of fertilizer made from cadmium-bearing phosphate rock
Replaces: A share of DAP/MAP/superphosphate made from mined phosphate rock; chemical P-removal with iron and aluminium salts at treatment plants …
AGROCHEM
D1Acid mine drainage and metal-rich mine water treatment with passive biological systems — sulfate-reducing bioreactors, compost wetlands, aerobic wetlands — instead of perpetual lime dosing
Replaces: Active chemical treatment with lime/caustic soda (high-volume metal hydroxide sludge, continuous chemical and energy use), or no treatment …

3 · How to implement 3 steps

  1. 1
    Repulp
Repulp the recovered fibre in the mill.
  2. 2
    Screen
    Screen the pulp.
  3. 3
    Form the sheet
Form the sheet and convert to packaging.

5 · Rules & route to market

Route into Russia / EAEU: PACK · EAEU accredited bodies
declaration; up to ~6-7 months if biodegradability claims need testing
Information, not legal advice — confirm the procedure for your product. (2026-10-06)
United States

The sources reviewed on 2026-10-16 identified no the US regulator or standard specific to this technology. Treat the route as case-by-case and ask for a check.

European Union

In the EU, the Packaging and Packaging Waste Regulation (PPWR) sets standards for recyclability and harmonised labelling. The EU Deforestation Regulation is a further compliance point for fibre sourcing.

China

The sources reviewed on 2026-10-16 identified no China regulator or standard specific to this technology. Treat the route as case-by-case and ask for a check.

6 · Money: tenders & grants

7 · Tech stack & innovations

Main risks from the sources: regulatory non-compliance such as with the EU Deforestation Regulation, and degradation of fibre quality over repeated recycling cycles.
